  • Since April 2023 to date: Planning Division Manager at the National Agricultural and Export Development Board (NAEB), with main responsibilities including:
  • Coordinating and overseeing the institution’s planning activities in tandem with the supervising Ministry of Agriculture and Animal Resources, and the Ministry of Finance and Economic Planning.
  • Consolidating agri-export sub-sector planning activities and projects.
  • Representing the institution in the budgeting process, and the agencies' and institutions' joint planning and budgeting activities.
  • Analyzing sector performance against the set targets and objectives, and producing reports about the sector’s health.
  • To date, the Chairman of the committee to safeguard impartiality.
  • Coordinated these overall activities, chairing meetings to review how the Rwanda Bureau of Standards (RSB) is delivering its mission of certification activities as an accredited certification body.
  • To review whether all processes were followed and respected professionally, including confidentiality, fairness, and impartiality.

  • Since 2014, on different occasions, I have also occupied the acting position of Deputy Director General/Chief Operating Officer in his or her absence, and the main overall responsibilities are as follows:
  • Spearheading agri-export planning, budgeting, and providing strategic guidance.
  • Mapping priority interventions via the supervision of key export operations.
  • Sector performance analysis, as per set objectives and action plan, to track the alignment with set policy goals and national strategic objectives, in collaboration with private partners and stakeholders.
  • Keep the external partners, including stakeholders, agenda streamlined in each and at different export portfolio plans.
  • Keep the relations and coordination of the entire export subsector, including both private and public sectors at all levels, well maintained, and provide updates to the line ministry.
  • Monitor and evaluate projects, interventions, and other activities, and propose corrective actions and budgeting allocations.

01.2012 - Current
  • Since 2012, I have been actively involved in the design of different national IFAD-funded projects that were mainly designed for smallholder farmers and producers, and they mainly aimed at changing their livelihoods by producing high-quality and safe products that could be marketed as a means to improve their living income.
  • Contributed to the project KPIs design and mapping of the beneficiaries in the area of food safety and quality, among which more than 20 cooperatives, via different agri-food commodities and different value chains, were successfully certified products and systems, so that their products have access to the market.
  • Coordinated and led the technical assistance through intense coaching, training, and development of the adapted modules.
  • Contributed to the MARKUP Project 2 design phase, focusing on components especially related to the enhancement of quality and safety, building on lessons learned from previous projects and the export market demand.
  • MARKUP project: The Inter-region MARKUP project (The Market Access Upgrade Programme) was funded by the European Union for the East African region, for five East African Community (EAC) partner countries: Burundi, Kenya, Rwanda, Tanzania, and Uganda.
  • I supervised some specific interventions, especially those related to quality and safety, where the quality and safety were critically the bridge to access the export market. The project had around 2,000 beneficiaries, including smallholder farmers and start-up businesses across the country, and some of their products and systems were certified.
  • I designed the project to upgrade the national capacity in quality and safety monitoring, as well as the required equipment and instruments, with the aim of upgrading the Specialized Export Quality Infrastructure under the support of the European Union. The project was funded with nearly 3.5 million euros.
  • I coordinated the training, experience-sharing activities, and field visits to other similar institutions, including those in Europe, like DG-SANCO and other authorities, for further learning purposes.
  • I have coordinated specific projects that were mainly related to supporting stakeholders in complying with, and obtaining, export demand-driven third-party certifications, including voluntary standards.
  • I was the first person to coordinate the introduction of Global GAP in Rwanda for the very first time, under a four-year TMEA/USAID/IDH-funded project, coupled with other safety-related interventions, especially SPS-related activities.
  • I was among the pioneers in Rwanda to be accredited in HACCP and ISO 22000 as a Chair to Safeguard Impartiality for the Rwanda Standard Board, and I led and supported small and medium business organizations to obtain HACCP certification with the support of the British Standards Institute and RSB, among others.

  • From 2014 to April 2023, I was the Quality Assurance and Regulatory Division Manager at the National Agricultural and Export Development Board (NAEB), with main responsibilities including:
  • Participated in drafting national policies, e.g., national policies. Agricultural policy, strategies (strategic plan for agricultural transformation, export strategies, etc.), and legal tools (different national laws and regulations, guidelines, etc.) aim at promoting value through priority value chains while providing protection, increasing productivity and quality, promoting the production of safe and nutritious food, and promoting the culture of commercialized agriculture over subsistence agriculture.
  • Provided extensive support and advice on ensuring quality, market standards, and compliance through the adopted strategies for export processes and commodities, and provided technical guidance for these stakeholders.
  • Supported and coordinated focused agricultural sector, food systems, and processes to enable a better service delivery environment, and monitor the performance of agricultural sub-sectors.
  • Organized and coordinated stakeholders' platforms on specific matters related to safety and quality at various levels and clusters.
  • Performed an agriculture subsector scan and performance analysis about quality and safety based on gathered information.
  • Formulated evidence-based recommendations based on the analyzed data for both public and private sectors to take preventive actions and ensure continuous improvement in quality and safety across the supply and value chains.
  • Actively contributed to and led the drafting and formulation of the regulations, instructions, and operating procedures, in alignment with national and international best practices and standards, aimed at sustaining the high quality and safety management environment across the supply chain.
  • Developed and designed different projects for strengthening supply chain actors to produce and handle products for the targeted market, where Rwanda has a competitive advantage.
  • Mobilized resources for supporting the export subsector's special matters related to safety (ISO-related safety standards, including different certification schemes, plus SPS), quality safety (for food and the environment), and accreditation.

Accomplishments

  • As of June 2022, I have initiated the very first and successful BRCGS certification for the NAEB packhouse for horticultural produce in Rwanda to boost exports to the European market, in particular to benefit smallholder farmers' horticultural produce through certification, and improve post-harvest issues
  • Since the 2020 COVID-19 pandemic outbreak, this is one of the critical, challenging situations where most of the teamwork was paralyzed, and we are at the forefront of providing basic necessity items, including food and other sanitation materials, to those in high need, coming up with innovative ideas to unlock the supply chain across the country
  • Since 2019, the national focal person/coordinator on prioritizing SPS investments for the Market Access (P-IMA) framework, an initiative of the STDF and in collaboration with COMESA, has used an evidence-based approach for improving planning and decision-making regarding strategic public/private investment in SPS capacity, in particular to enhance the country's access to the market
  • Since 2018 (ongoing), I coordinated and took part in several projects for the accreditation of designated labs in the EAC as reference labs, but also upgraded the existing export analytical facility This project aims at cutting the cost of testing for these smallholder producers, traders, and exporters, and being able to produce and trade safe products, food in particular, in the region and beyond
  • Since 2017 (ongoing), I have been co-chairing SPS and CERTIFICATION (N) objects aimed at supporting the producers, processors, and especially those involved in the export chain under my leadership in Rwanda, which got the first-ever GLOBAL GAP certified product, the intervention, and market among other results
  • Since 2015, I have assisted and supported exporting companies in pursuing ISO 22000 and beyond, including several voluntary third-party standards
  • 2014 initiated management representative for quality management systems in line with ISO 9001: 2000 for NAEB and its multisite processes
  • 2013 national consultant and expert working for the British Standards Institute (BSI) in the twinning program with RSB to facilitate different value chains and supply chain actors in promoting quality and safety
